Specify where the new resistor is connected. A new parallel branch lowers the net resistance, but a resistor added in series within an existing branch does not.

The net resistance is therefore greater than the resistance of either resistor alone. If the supply potential difference stays the same, increasing the net resistance reduces the current through the circuit.
