Paper 1
Revise: Changes in the Allied ForcesBritish intelligence intercepted the Zimmermann Telegram in January 1917. Germany proposed an alliance with Mexico against the USA, offering support for recovering Texas, Arizona and New Mexico. Britain passed the message to Wilson in February, and it became public in early March.
Distinguish longer-term tensions from immediate triggers: the Lusitania increased hostility in 1915, but renewed submarine attacks and the Zimmermann Telegram helped bring about US entry in 1917.
