Revise: Cromwell and GovernmentWales and the Welsh Marches had different legal arrangements from England, while powerful local lords exercised considerable authority. This made consistent government and law enforcement difficult. Cromwell wanted closer integration, and Welsh nobles also wanted access to the rights and influence enjoyed by English nobles.
