Revise: The League of NationsMost substantive Assembly and Council decisions required unanimity, although there were exceptions, including some procedural decisions. Agreement protected members from having important decisions imposed on them, but it could also make action difficult when governments disagreed. The League’s structure therefore reflected its central problem: it was an organisation of independent states, not a world government able to command them.
