Royal support and popular acceptance were not the same thing. A king might protect migrants because they supplied skills, loans or tax revenue, while local people resented their privileges or regarded them as competitors.

By AD 930, Icelanders had established local and national assemblies, or things. These regulated competition between chieftains and settled disputes among farmers. The national assembly is known as the Althing.
