Revise: Henry III’s LegacyHenry’s expensive attempt to obtain the crown of Sicily for his younger son, Edmund, failed and angered leading barons. In 1258, financial difficulties forced Henry to accept the Provisions of Oxford, which restricted his freedom to govern and gave the barons a greater role in government. Henry rejected these restrictions in 1261, and the struggle over royal power developed into civil war in 1263.
