Revise: Social and Economic DevelopmentsThe most important agricultural change was replacing requisitioning with a tax in kind. Peasants supplied an agreed amount of produce to the state and could sell their remaining surplus. This restored an incentive to grow more: extra production could now bring extra income rather than simply being seized.
