Revise: Provisional GovernmentSoviet Order Number 1 was issued on 1 March under Russia’s old calendar, or 14 March under the new calendar. It was addressed to the Petrograd garrison — the troops stationed in and around the capital. It stated that orders from the Duma’s Military Commission should be obeyed only when they did not contradict the Soviet’s orders and decisions.
