Revise: Parliamentary Divisions and the Descent into Civil WarCharles refused royal assent to the militia measure. Normally, a bill needed the monarch’s approval to become an Act of Parliament. Nevertheless, on 15 March 1642, Parliament declared the Militia Ordinance binding without that approval.
