Purveyance

Through purveyance, the Crown could compel merchants to sell goods at fixed prices and require ships for transporting supplies. This helped the army obtain necessities, but suppliers lost freedom over when and on what terms they sold their goods. Civilian resources were being redirected towards warfare.
