Interim government

In June 2004, authority was transferred to an Iraqi interim government. Its Shia prime minister, Ayad Allawi, and representatives from other communities were intended to help bring competing groups together. This was a step towards Iraqi self-government, but foreign troops remained and the new administration struggled to control violence.
