Revise: Electoral Reform and the Reform Acts (1832–1884)The 1867 settlement left an important inequality: household suffrage applied in boroughs, but not on the same terms in county constituencies. A working-class man’s chance of qualifying could therefore depend on where he lived. Extending the borough qualifications to the counties would bring many rural workers, including agricultural labourers, into electoral politics.
