Helsinki Agreement

In 1975, the USA, USSR and 33 other countries agreed the Helsinki Agreement. It addressed European security, cooperation and human rights. Recognising human rights created a standard against which governments could be judged, although agreeing to principles did not guarantee that they would be observed.
