Revise: Impact on SpainThe Council of the Indies, formed in 1524, was based in Spain and oversaw affairs in the American empire. Whereas the House of Trade focused on commerce and navigation, the Council dealt with the wider government of the colonies.
Keep the institutions separate: the House of Trade regulated voyages and commerce; the Council of the Indies advised the king and directed colonial government.
