Carter Doctrine

In January 1980, Carter announced the Carter Doctrine, declaring that the USA would use force if necessary to protect the Persian Gulf. This was a warning against further Soviet expansion towards a strategically important region. Its significance was the change in American emphasis: instead of relying mainly on negotiation, Carter publicly threatened military action to defend US interests.
