Revise: The Glorious Revolution and 18th Century GovernanceIn 1689 Parliament declared that James had abdicated by deserting his kingdom. It offered the throne jointly to William III and Mary II, who accepted a Declaration of Rights, subsequently enacted as the Bill of Rights. Parliament was not merely accepting the next hereditary ruler: it was helping determine who could rule and the conditions under which they held power.
