The UK also provided a setting for diplomacy. At an international conference in London on 28 January 2010, representatives from more than 70 countries discussed plans to transfer the lead for security operations to Afghan forces. Later that year, NATO leaders and the Afghan government agreed that full security responsibility should pass to Afghan forces by the end of 2014.
