A substance that causes another substance to gain oxygen. In an oxygen-transfer reaction, the oxidising agent loses oxygen and is reduced.

Revise: Oxidation and Reduction (Oxygen)An oxidising agent causes another substance to gain oxygen. Zinc oxide supplies oxygen to carbon, so zinc oxide is the oxidising agent. As zinc oxide gives up its oxygen, zinc oxide itself is reduced.
An agent causes a change in another substance. The reducing agent is itself oxidised; the oxidising agent is itself reduced in an oxygen-transfer reaction.
