Blockade

A blockade could weaken an enemy without an immediate decisive battle. Ships, soldiers and crews all needed food and other supplies; cutting their supply routes made remaining in position increasingly difficult. Agrippa’s contribution was therefore not simply fighting well on the day of Actium.
