Paper 1
Revise: Prime Minister and CabinetSofa government involves important decisions being made informally with a small circle of advisers or ministers rather than through full Cabinet discussion. Critics argue that this reduces transparency and leaves other Cabinet ministers excluded or undermined. It can also weaken collective responsibility when ministers are expected to defend decisions they had little opportunity to discuss.
