Paper 1
Revise: Elected Local GovernmentA councillor is an elected member of a local council. Councillors represent residents, help make council decisions and scrutinise how the council performs.
Paper 1, Paper 2
An elected member of a local council who represents residents, participates in council decisions and holds the council to account.
Distinguish a councillor’s role from accountability: representing residents is a role; being voted out of office is a way of being held accountable.
Make the distinction explicit: councillors are elected representatives who make political decisions; officers are appointed employees who advise councillors and carry out decisions.
When explaining representation, link an action to its purpose: for example, councillors raise residents’ housing concerns so these can influence council decisions.
